Twelve slow-moving standing readings, drawn from the Indicator Framework v1.0. Each moves only on pattern-consistent, bright-line, or contrary-signal events whose weight warrants it — see the methodology for the full scoring principles.

Tier 1 Electoral integrity & acceptance of results The government accepts the possibility of losing power via elections, commits to peaceful transfer, and does not manipulate election administration to favor incumbents. Tier 1 Judicial independence & compliance with court orders The executive complies with adverse court rulings and does not pack, purge, or delegitimize the judiciary. Tier 1 Weaponization of state institutions against opponents/critics Coercive and investigative state power (prosecutors, tax authority, regulators, security services, inspectors general) is applied neutrally, not selectively against named rivals, media, or critics. Tier 1 Freedom of expression & press freedom The government does not use state power to punish, license-threaten, or coerce media outlets and critics for their coverage. Tier 2 Executive aggrandizement vs. Congress & statutory limits The executive operates within statutory and constitutional limits and respects Congress's power of the purse. Tier 2 Politicization of civil service, law enforcement & military The professional civil service, DOJ/FBI, and the armed forces remain insulated from partisan or personal loyalty tests. Tier 2 Toleration or encouragement of political violence Leaders unambiguously condemn political violence and do not pardon, praise, or align with it. Tier 2 Delegitimization of opponents as criminal/illegitimate Political rivals are treated as legitimate adversaries, not as criminals or traitors to be prosecuted or banned. Tier 3 Civil-society space (NGOs, universities, protest) Independent associations (nonprofits, universities, and protest movements) operate without funding-based or legal retaliation for their positions. Tier 3 Self-enrichment & loyalty-over-law rewards Office is not used for personal or family enrichment, and appointments are filled on competence rather than personal fealty. Tier 3 State information environment / disinformation The government does not systematically flood the information environment with deliberate falsehood or attempt to monopolize the public narrative. Tier 3 Selective application of law to minorities & critics Neutral laws (immigration, terrorism, and similar statutes) are applied consistently with precedent and due process, not selectively to punish minority groups or critics.
