Across eighteen months the executive branch mostly appealed or contested adverse rulings through the courts and complied when it lost, but the record also contains documented non-compliance episodes concentrated in immigration dockets: nearly 100 violated ICE orders in one Minnesota month and a DOJ attorney held in contempt.
